It's a very old gear. It was released during the April 2011 update. Waterworks was literally the best gear for over three years, if you skip Hades on your OG Promethean Wizard. Many people didn't upgrade their Waterworks since farming Tartarus was a pain to farm with a full team. Hades Gear is not that good in defense. Waterworks Gear is really just decent gear that worked for a few worlds until Hades gear came out. There's absolutely no reason to nerf it, it's really not all that great anyways. I’ve crafted both the wintertusk hat and robe and then got the entire waterworks set from only farming it twice :) (i got very lucky haha) I personally after using them both really do think that the waterworks is better because of the resistance.

I usually just craft the wintertusk gear and do waterworks 1-2 times for the XP and I usually get at least the hat or robe, but I think it's worth it to get the full set or 2/3 with professors boots. I’ve had decent luck with zigzag, and I preferred it on my fire and storm.
