Loot scales with Players in the raid when raid starts to prevent "farming servers" to happen. Less loot on the map = only minimum player count on the map at start. It would need a lot of work to make it "playable" and more to make it actually "enjoyable" for such ppl. If you add "COOP offline with progression" then we also talk about setting up more servers and fixing diffrent issues aswell.
