From a stat perspective, Frozen Banshee has considerably higher DEF (1002 vs 826) while Occult Brawler has considerably higher HP (20640 vs 14700). Typically DEF is your best bet for CB survivability, so Frozen Banshee has a slight edge there. Another factor you may want to take into account is the ease to max out each Champion.
