If you do not want a full on ROFL-STOMP game with some challenge try a regular purifier with fanatic xenophobia and militarism. Grab Distinguished Admiralty and possibly warrior culture after.

The only civics that should be blocking that action are Inward Perfection and Determined Exterminators according to the wiki.
