The systems in which it spawns do get their outposts/starbases removed, a machine world (Sterilization Hubs 002, 003 and 004) does appear and the red animations typical for the contingency do appear. However the machine world is not inhabited and there are no fleets or contingency bases. One can simply build an outpost there.
