In my game raiders are invulnerable (and they cannot harm me), but can still be executed if you get them to put their hands up. The raiders still engage zombies and die from zombie attacks.

And the best settings I found for me so far are, suvivors spawn rate at the lowest. 5% or 0% chance of spawning with guns (because there is always a guy with a shotgun making noise at 2 in the morning attracting zeds). For the rest of the settings I don't have a specific preference, maybe increase melee spawn.
