It does take two bonus actions, one to summon the echo and one to teleport. In the new OneDND UA (and a somewhat common homebrew rule), you can make the TWF attack as part of the same Attack action as the first one. Personally, I'd probably build a melee focused ranger. Dueling fighting style for damage, spells such as Zephyr Strike and Ensnaring Strike, and at level 4 get Elven Accuracy. With Zephyr and Ensnaring Strike you can easily proc Elven Accuracy so you can effectively crit fish. Currently a level 8 horizon walker.

As for Horizon Walker: I need to state that I know this is probably actually a really good tree for DPSing raid bosses thanks to its capacity to reduce enemy defenses and to build up archer's focus faster, but I'm not doing that, a lot of DDO players aren't. a lot of us are in the hamster wheel.
