I haven't visited my PS4 since maintenance started, but I would say delete your local save. Character data is saved server side, so all you're going to lose is camera and UI type things. You won't lose trophies, those are tied to your PSN account.

So the EU probably takes longer to do everything: Takes longer to backup the database as it is much bigger than NA, takes longer than NA to add more hardware for the upcoming PvP event, etc.
Only two Servers NA or EU, since they have a reflection on lag, the population densities are a secondary consideration. Now Alliances, it seems to vary between the two servers, but AD seems to be very popular, followed by EP then DC. But I personally play all three, there is no reason not to, but it does slow down character prgression.
It wouldn't kill you. We pay the same price for ESO Plus but get constant DAY TIME downtime unlike American customers. Or try taking the American servers off line every day during the day time after an update, then every week for 'regular maintenance' see how well they take it. Funny how everything else onliune is fine, WoW, Fallout76, Destiny 2, Microsoft Flight Simulator and more but only problems I have is with ESO. if it makes any difference Im through Steam (Mind you everything else except WoW is also through Steam and no issues at all, everything else fine! and PC EU Server.
