So 30-40 Vit, 15-20 End, min Str/Skl for the weapons you want to use and then pump Arc. 50 Arc is ok, 70 is hitting a lot of Arc softcaps but 99 is where it's at - some tools scale better in those last 20 points. I don't recommend raising Bloodtinge in a pure Arcane build, but if you want to try something novel like an Arcane/Bloodtinge hybrid, consider Evelyn or Repeating Pistol instead of Hunter Pistol. They both scale with Bloodtinge extremely well.
