I definitely think more Eberron quests should give Tokens of the Twelve. I wouldn't mind if some smaller amount were in the Epic 3BC saga but I'd like to point to the White Plume Mountain side quests. If not a full token, these additional epic quests with quest givers in the Twelve should have at least had a chance to drop fragments.
