Since the Bombora is disc brake, you can swap between the two wheel sizes relatively easily. The main caveat is that you won't be able to run as large a tire as you would with 650b - theoretically 700c x 42 mm max based on the 27.5" x 2.4" listed max for that frame (those have equivalent outer diameters), but possibly more.

I've narrowed my choices down to the Surly Midnight Special and the Crust Bombora. They share a lot of the same geometry , chainstay length is the same and all other measurements are near enough to be considered the same, except the head tube angle; 73deg on the Surly MS and 71 on the Bombora.
